Monitoring, Evaluation and Learning (MEL) in primary prevention is vital for understanding what works, for whom and why – ultimately, leading to better outcomes for communities. This report represents the culmination of recent evaluation capacity building efforts in Melbourne’s west and a subsequent learning enquiry to understanding the current state of play from a systems perspective.
The report considers how MEL capacity can be strengthened within the primary prevention system. Exploring the role of key system actors, evaluation capacity builders and health/community service organisations, the report maps options at multiple levels for where-to-from-here to better support MEL work in the sector.
This tool helps organisations, teams and partnerships to know if they have what they need in place to evaluate their work and know if their work is making a difference. This health check assesses evaluation capacity across four areas: (1) Leadership and culture, (2) Staff capacity, (3) Systems and structures, and (4) Collective monitoring, evaluation and learning efforts
